Canada announces an investment of up to 1.6 billion dollars in Cohere
The Canadian government announced on 29 October 2026 its commitment to invest up to 1.6 billion Canadian dollars in Cohere, in exchange for an equity stake in the artificial intelligence company. Payments are planned in stages, with regular reports on the company’s commitments.
According to Ottawa, Cohere has committed to creating at least 1,000 technical jobs in Canada by 2030 and spending at least 1.7 billion Canadian dollars on additional computing infrastructure in the country by the same date. The company must also remain incorporated and maintain a headquarters in Canada.
The announced investment includes an equity stake for the government in Cohere. It is distinct from the support previously provided for the company’s computing capacity. In March 2025, Ottawa finalized a contribution of up to 240 million Canadian dollars for a project valued at 725 million. The value of the planned stake will depend in part on Cohere’s performance.
Prime Minister Mark Carney presents this investment as a way to strengthen Canadian capabilities in artificial intelligence. Cohere develops, among other products, North, a platform for organizations. The company says that North can be deployed in the customer’s environment, on its own premises or in its private cloud.
This option can give a government agency or a company greater control over the environment and the data processed, depending on the configuration chosen. It does not by itself guarantee data security or independence across the entire technology chain.
The Canadian commitment is part of a Series E funding round. Cohere has announced a first close and is targeting up to 7 billion Canadian dollars. Reuters reports that the round remains open and the amount already committed has not been disclosed.
The percentage stake and associated rights have not been disclosed, nor have the amounts and conditions for each stage. The planned reports will make it possible to track Cohere’s commitments on jobs and computing infrastructure.
